General Membership Meeting Minutes

4/18/09


Vice-President Linda Daniel called the meeting to order at 12:13pm at the AFL-CIO Bldg. Brother Roy Vasquez led the Pledge of Allegiance. There was a roll call of the officers by Secretary Cory L. Purifoy. There was a quorum.


Excused Absent: Jesse Benavides, Al Garcia, Monte Lane, Dan Hillis,

John Mercado, and George Roman


Unexcused Absent: none


1. The General Membership Minutes from March 21, 2009 were provided to the members for review and questions. A motion was made by Sister Cathy Robbins to accept the minutes from March. (Motion passed)


2. The Financial Report from March was not available. A motion was made by Sister Cathy Robbins to table the Financial Report from March until the next meeting. (Motion passed)


3. Sister Cathy Robbins made a motion that the June meeting be canceled. (Motion passed)


4. The Executive Board is bringing forth a request before the General Membership that the pay Legislative Director John Castillo up to 12hrs of Union LWOP to assist the AFL-CIO Labor Council with posting up signage and other duties on May 8-9, 2009. (Motion passed)


5. There was a discussion about the Air Cargo Facility being closed in May.


6. There was a discussion about the procedures required for filing grievances related to: (1) supervisors performing craft work and (2) crossing craft. The Union wants employees to write statements as supporting evidence of these contractual violations.


7. There was a discussion about Limited and Light Duty employees.





8. President Larry Roberts led a discussion about attendance and the importance of employees filling out their own 3971s.


9. There was a discussion about the USPS sending the National APWU an impact statement which involves their desire to move clerks into other crafts due to low mail volumes.


10. There was a discussion about HR 22 which is a “bill” that would relieve the USPS obligation to pre-fund retiree health plan benefits.


11. There was a discussion about COPA and the Union’s need for some type of legislative relief.
