General Membership Minutes

September 16, 2006


President Roberts called meeting to order at 12:17pm at the AFL-CIO building. A quorum was present and a tape recorder was used. The Pledge of Allegiance was lead by Brother George Roman. Members present: 26. The secretary made roll call of the officers.

Excused absent: Calvin Smith, Willie Sugg, Linda Daniel, Cathy Robbins, Monte Lane, and Leonard Lara


The July general membership minutes were passed out to the membership. The NB#1 needs to be adhering to the constitution at $500.00, which was given at the APWU National Convention for the Texas hospitality. A motion was made and second to accept the minutes. Motion passed by the general membership. The July and August financial report were passed out to the membership. Brother Dan Hillis mention an error was made on the July asset monthly balance sheet. A motion was made by Brother Robert Olvera and second to accept the July report with correction. Motion passed by the general membership. A motion was made by Brother George Roman and second to accept the August report. Motion passed by the general membership.


A motion was made and second to have a moment of silence for Brother Jerry Lane, Sister Theresea Matzen Flores, and Texas Past Governor Ann Richards. Motion passed by the general membership.


Old Business:

  1. Brother Ben Solis spoke about the fundraiser for Brother Tony Nunez which $3721.84 was raised at the event.


New Business:

  1. A motion passes by the E-BD to spend up to $600.00 for Brother Harry James to put on a Worker Compensation seminar at a future date. Motion passed by the general membership.

  2. A motion passes by the E-BD to pay Brother Dan Hillis up to 40 hours of LWOP for the IRS audit. Motion passed by the general membership.

  3. A motion passes by the E-BD to spend up to $7000.00 to prepare a feasibility report for the future building for the local. Motion passed by the general membership

  4. A motion passes by the E-BD to spend up to $200.00 a month to pay Mrs. Jeff Regal to keep up the local web site. Motion passed by the general membership.

  5. A motion passes by the E-BD to add $300.00 more to the expense of the Tony Nunez fundraiser. Motion passed by the general membership.

  6. A motion passes by the E-BD to donate $300.00 for the “Race for the Cure” for the Koman Breast Cancer Foundation. Motion passed by the general membership.

  7. A motion passes by the E-BD to give Brother George Roman a stipend of $300.00 for 2 days to attend a 4 day APWU Health Plan Seminar. Motion passed by the general membership.


President Roberts talked about excessing in the stations, the picket on September 20, 2006 at the GMF, hiring casuals, supervisors making threats to employees, PTF conversions, CFS, National Negotiations, and the causal-in-lieu of settlement.


There was no door prize drawing because the barrel wasn’t present. The winner of the Austin Area Local Orville Bennett Scholarship was Hecker at $2200.00. A motion was made and second to accept the new members. Motion passed by the general membership.

COPA raised $51.00. Las Vegas membership drive winner was Brother Joe Aaron.
